Sendai AirportEstablished by seven companies (Tokyu Corpo-ration; Maeda Co., Ltd.; Toyota Tsusho Corpora-tion; Tokyu Land Corporation; Tokyu Agency Inc; Tokyu Construction Co., Ltd.; and Tokyu Community Corp.), the Sendai In-ternational Airport Co., Ltd. began operation of Sendai International Airport in July 2016. This was the first ex-ample of outsourcing the operation of a nationally ad-ministered airport to the private sector, bringing func-tions previously conducted separately by the national government, local governments and quasi-public cor-porations under a single operator (with the exception of air-traffic control). The business is long-term, sched-uled for 30 years with the possibility of extension to as long as 65 years. We are engaged in a variety of stimulation meas-ures—including making airport access more conven-ient by expanding the aviation network and secondary transportation; expanding commercial shops that serve as a showcase for Tohoku brands; and sup-porting the export of agricultural, forestry and fishery products—as we aim to be the airport chosen first by the people of Tohoku. In FY2019 we reached 3.71 million passengers, the highest number since the airport opened.Mt. Fuji Shizuoka AirportIn March 2018, Mitsubishi Estate—Tokyu Corporation Group, a consortium led by Mitsubishi Estate Co., Ltd., was selected as the preferred bidder for the Qualified Project, etc., for Airport Operation of Mt. Fuji Shizuoka Airport and began running the airport in April 2019. The contract runs for 20 years and brings the number of airports in whose operation Tokyu is involved to two.Hokkaido AirportsIn October 2019, Hokkaido Airports Co., Ltd.—a com-pany formed by a consortium of 17 companies, in-cluding Hokkaido Airport Terminal Co., Ltd., Mitsubishi Estate Co., Ltd., and Tokyu Corporation—concluded contracts to operate seven airports in Hokkaido and began operating New Chitose Airport in June 2020. Hokkaido Airports is due to start operating Asahikawa Airport this October, followed by Wakkanai, Kushiro, Hakodate, Obihiro, and Memanbetsu airports in March 2021.Providing MaaS (Mobility as a Service) MaaS initiative in the Izu areaOne major challenge faced by operators of sec-ondary transport modes such as buses and taxis in tourism hubs outside Japan’s main centers is how to encourage their use by domestic and overseas tour-ists. Another is the fall in the number of drivers due to the aging of the population coupled with a declining birthrate. Tokyu therefore aims to contribute to regional revitalization and greater convenience for travelers by providing tourism-type MaaS—an integrated sec-ondary transport service that enables tourists to enjoy seamless transport from a station or airport to their destination via secondary transport—on the Izu Penin-sula, while working in partnership with the national and local governments to develop new modes of transport.Commercialization of InfraDoctor for Railway and development of InfraDoctor for AirportInfraDoctor® is a road maintenance and management system that combines 3D point group data obtained from laser scanning with a geographic information system (GIS), thereby facilitating the early detection of abnormalities and the creation of 3D structural draw-ings. We are currently developing the system for appli-cation to railways and airports, enabling the efficiency of structure inspections to be increased and qualitative improvements in testing to be achieved.
